I have got my International Driving License (IDL) from Thailand in 1998. Then I got my International Driving License from Cyprus in 2001. The first time I got my International Driving License in India was in 2012. I got that made in Bangalore.

Experience in 2012

In 2012, I used to live and work in Saudi Arabia. I wanted to go to Jordan and Italy at that time and self drive in those countries. However, I did not have a Saudi Arabian License as I never applied for one. So, when I came to India for a vacation of 2 weeks, I thought of getting my International Driving License done in Bangalore.

I searched for the process on the Internet and took all the required documents and went to theRoad Transport Office (RTO). I went to the RTO at Yeswanthpur. I went to the IDL office. The clerks just ignored me and kept talking something in Kannada which I did not understand. So, I asked our Driver, Sundar, what needs doing. He suggested that the only was to contact an agent. So, he got hold of an agent. The agent said that he would take Rs. 5,000 to get the work done. I had no other choice and thus I agreed.

The agent took all the documents and made me fill the form. Then, we kept following up the agent for 7 days before he called me to the RTO office. At the RTO office, I met the officer and he approved my application. Then it took another 3 days for the IDL to be given to me.

The process in July, 2018

On 4-July-2018 I decided I need to get my IDL as I was planning to travel to Thailand between 11-July-2018 to 15-July-2018. I once again contacted Sundar (Sundar owns his own car now and drives for Uber). Sundar was not certain and said that he will get back. While Sundar was getting back, I searched the Internet. I came across the web site – https://parivahan.gov.in/parivahan/. This is the web site from Government of India for all RTO related works.

This site is being tested in 10 Indian States at the moment. Fortunately, Karnataka is one of the States where it is implemented. I found that not all the features are available across the implementation zones at the moment.

For applying for IDL, I chose “Online Services” -> “Driving License Related“. The following screen opened up where I had to select the State. I chose “Karnataka”.

The following Screen opened. Here, I selected “Apply Online” and then clicked on “Services on Driving License“.

The next screen asked me for my Driving License Number and Date of Birth. I provided the same and clicked “Go“. To my great surprise, it fetched my data accurately. Then I had to choose the State I was applying for and the RTO within the State. Then I clicked “Proceed“.

Then the Web Site displayed the list of available services.

I chose “Issue International Driving Permit“. Then I clicked “Proceed“.

Provide details for IDL

I provided my Place of Birth and my Country of Birth. Then I provided my Passport Number and the Passport Expiry Date. For the Visa Number, I wrote “On Arrival” as I would be getting a visa to Thailand on arriving there.

The most important information is the categories of Vehicle for which IDL is sought. One can select more than 1 option. I selected the first 2 options which would allow me to drive a motorcycle and a car.

Then I selected “Country to which Visa is granted” as Thailand.

Then I clicked “Confirm“.

The following screen was displayed. On the left hand side, I had to confirm that the details were true to my knowledge. Important to note that there is a consent asked whether one is willing to donate his/her organs in case of an accident. I entered the CAPTCHA and clicked “Submit”.

The following screen was displayed. I took a print out of my application form and the acknowledgement. These print outs are very vital as it has to be submitted at the RTO. Then I clicked “Next”.

Note that the next stage is to upload the documents (all files need to be JPG or PDF and the size should be less than 300 KB), upload the photo and signature (all files should be JPG and the size should be less than 90 KB) and lastly make the payment (the fees is Rs. 1000).

Stages of Application

There are 5 mandatory documents required.

  1. The scanned copy of the Driving License.
  2. The scanned copy of the Passport.
  3. The scanned copy of a document stating that I am a citizen of India. I uploaded the scanned copy of my Voter ID Card. Please note that Aadhar is not a document which can be used to prove Citizenship of India.
  4. As I was going to get Visa on Arrival, I uploaded the scanned copy of my Tickets to Bangkok.
  5. Lastly, I required a Medical Certificate in a prescribed form (Form 1-A). I could find Form 1-A on the internet (Click here to obtain Form 1-A). This form need needs signing by a Doctor serving in a Government Hospital after inspection of the candidate. I filled the form and went to Ambedkar Medical College. The Doctor asked me to come the next day. The next day, I went to the hospital at 8AM. The Doctor did some basic checks and signed my form. When I came out, the compounder took Rs. 400 for this service.

On 4-July-2018, I had uploaded the first 4 documents. On 5-July-2018, I uploaded the Medical Certificate.

Then the web site asked me to pay the fees. I made an online payment of Rs. 1000. I had completed making the payment by about 10:00 AM.

I took a printout of all the forms and the original medical certificate along with all the original documents and went to Yeshwanthpur RTO at about 3:00 PM. There is parking available at Yeshwanthpur RTO. I went to the 4th Floor and met the Lady at the IDL section. The Lady took my application and all the printouts and confirmed that all the documents were proper. However, she said that the Officer-In-Charge was on the field and thus I would have to wait. She told me to go and get the Biometric done in the meanwhile.

I came to the 3rd floor of the building and went to the biometric section. There the person took my photograph and asked me to sign on a digital pad. Then he stamped my application stating that the biometric information for me was captured.

I loitered around till about 4:45 PM and then went back to the Lady at the IDL section. She told me that the Officer was unlikely to come that day and so I should come back the next day at 10:30 AM. I was about to leave when the Officer arrived. I went to the Officer’s cabin with my application. He took my application and asked his secretary to check in the system. The Secretary did all the updates in the system and then the Officer signed my application. Then the Secretary asked me to come to her officer on 7-July-2018 after 4:00 PM to collect my IDL.

All through this process, I was getting SMS regarding the stages of the application.

On 7-July-2018, I went to the office of the Secretary and she handed me my IDL.

Am basically a programmer. Have proved to myself and quite a few people over the 24+ years that I am capable of programming on most platforms using quite a few tools for most problems. However, to be viable for earning a living, have learnt a few tricks and techniques of management. Whatever management techniques I have learnt, I try and convert to simple logic flows to keep my decision process simple and transparent. While managing, have been successful in programming a few individuals and teams to meet required objectives. Though I am not creative, I have enormous potential to innovate and extend creative ideas generated and shared by others.
